IPPAN Faces Dispute Over Federation Transformation Before Election
A dispute has intensified inside IPPAN ahead of its 24th annual general meeting and election after Deputy General Secretary Prakash Chandra Dulal objected to holding a new election without implementing the earlier decision to transform the organization into a federation.
A dispute has intensified inside the Independent Power Producers’ Association, Nepal, ahead of its 24th annual general meeting and election. IPPAN Deputy General Secretary Prakash Chandra Dulal has objected to the plan to hold a new executive committee election without implementing the decision passed unanimously by the 23rd annual general meeting to transform the organization into a federation. In a statement issued on Wednesday, Dulal recalled that the 23rd annual general meeting had decided to transform IPPAN into a federation within six months and hold the convention of the new federation within one year. He said the responsibility to implement that decision was given to IPPAN President Ganesh Karki, but the election process was moved forward without implementing it.
Dulal has argued that the executive committee does not have the authority to deactivate or reverse a decision already passed by the general meeting. The dispute centers on a press statement issued by President Karki on Jestha 25. The statement said the 200th executive committee meeting had concluded that the statute passed by the 23rd general meeting could not be implemented and had decided to take a new proposal on statute amendment to the upcoming general meeting. Dulal has claimed that ignoring the statute amendment and federation transformation report already approved by the general meeting and bringing another amendment proposal goes against institutional good governance. IPPAN’s 24th annual general meeting is scheduled for Friday, with statute amendment, transformation into a federation and election of a new executive committee included in the agenda.
